The Imperial Navy of Caledon was founded by Admiral Carricre Wind.
From the Charter:
"The Imperial Navy of Caledon's sworn duty and responsibility is to guard, defend and generally hang about on the seas, ponds, rivers, lakes, streams, wellsprings, waterways and oceans of the Independent State of Caledon in boats whilst wearing big hats. Really big hats.
It is while wearing bigs hats that our daring, resolute and courageous Naval Force shall at all time encourage fantastical, jolly, and enjoyable maritime shenanigans.

The Navy is lead by the two Admirals, Carricre Wind and Desmond Shang, though everyday affairs tend to be handled by the Commodores.
Commodore Oolon Sputnik is in charge of social affairs, such as events, communication and Commodore Sin Trenton is handling military matters, including communication and co-ordination with other Navies. The division is in no way clear cut and they tend to collaborate during events.
